On September 16th 1996, a Memorandum of Understanding (MOU) was signed between 30 organisations / Ministries / agencies / institutions and the EMA, to foster under provisions of the Environmental Management Act, a supportive, co-operative and participatory relationship between the EMA and all signatories.

In principle the Participating Agencies agreed to:

  • Provide support, advice, services, and access to data and information to the EMA;
  • Disseminate information and coordinate activities to promote and enhance environmental awareness among the public and other stakeholders;
  • Nominate to the EMA suitable officers from within the respective institutions who are to be designated Environmental Officers;
  • Undertake to establish operational policies and procedures to ensure that sound environmental practices are integrated into their planning and day-to-day operations;
  • Participate in various committees, working groups, task forces and councils established by the EMA in consultation with the Participating Agencies;
  • Advise the EMA, in writing or otherwise, immediately on becoming aware whether directly or indirectly, of any activity or proposed activity which is likely to adversely affect the environment;
  • Ensure that environmental data and information which are not of a confidential nature are made available to the EMA;
  • Enforce the legislation for which they are the competent or designated authority.

On June 5th 2009,  signatories to this MOU as well as potential signatories met to discuss their roles and responsibilities under this MOU, as well as to renew valuable relationships to ensure that collective resources are successfully employed in pursuit of the requirements of the Environmental Management Act and the national mandate of sound environmental managemen
